BACKGROUND OF DIRECTOR:

He was born in Trabzon in 1981. He was admitted to the Geodesy and Photogrammetry department of Selcuk University in 1999. After working in the private sector for 3 years, he started working as a mapping engineer in Büyükçekmece Municipality in 2010.He is still working as the Plan and Project Director to which he was appointed in 2020.

Mission

 

To create sustainable and livable spaces with high quality of life in which the citizens of Büyükçekmece are happy and honored by creating plans and projects in which human-space, city-civic relationship is built in the most effective way, in which all living resources, natural and cultural riches are protected and urban, in which social spaces and city life is integrated with coastal areas of use by prioritizing the concepts of social benefit and public benefit at all stages of urban planning process.

To turn Büyükçekmece, which is competing in the international arena, into a brand city that produces global value with an understanding of urbanism and city plans as well as current and developing dynamics.

 

Duties and Responsibilities of the Directorate of Plan and Project:

 

  • To provide information to the Mayor’s Office in the 1/5000 scale Master Zoning Plan or modifications prepared by the Ministries, Metropolitan Municipality or other official institutions,
  • In case objection is requested for  the 1/5000 scale plans and modifications by the Mayor’s Office, to appeal to them, to follow up the results and to work in coordination with the Directorate of Legal Affairs in order to file a lawsuit with the approval of the Mayor’s Office,
  • To take the opinions of the relevant institutions regarding the 1/1000 and 1/500 scaled Implementation Plan Modification Proposals prepared by the relevant person and by the Mayor’s Office, and to submit them to the Municipal Council,
  • To submit, to the Municipal Council, the petition requests to be evaluated by the council,
  • To submit 1/1000 scale Implementation Zoning Plans to the Municipal Council in accordance with the 1/5000 scale Master Zoning Plans and modifications approved by the Metropolitan Municipality and sending the approved ones to the Metropolitan Municipality,
  • To publish the 1/1000 Scale Implementation Zoning Plans and the plan modifications by announcing them in the newspaper and on the website of the municipality after the approval of the Metropolitan Municipality, to distribute them within the Municipality, to evaluate the objections made by the relevant people and to submit them to the Municipal Council,
  • To send the plans approved by the council to the Metropolitan Municipality to do what is necessary, to inform the relevant person about the disapproved plans,
  • To prepare a 5-year zoning program in coordination with the Relevant Directorates and institutions in order to apply the approved Implementation Zoning Plans,
  • To ensure that the Plan Transaction Number (PIN) is received and its changes are entered into the system in accordance with the Circular No. 2013/41 of the Ministry of Environment and Urbanization;
  • To carry out examining, researching, reporting and, when necessary, submitting suggestions regarding the plans and projects prepared for the district by the Ministry, Metropolitan Municipality and other official institutions,
  • To follow publications in order to learn new techniques in plan generation and to provide training of personnel for this purpose,
  • To take technical trips in Turkey and abroad in order to benefit from national and international experiences in the creation of zoning plans,
  • To participate in or organize seminars, meetings and similar activities that will help the planning of the city or the development of spatial projects, to exchange views by organizing meetings with city partners when necessary for plans and projects,
  • To prepare a technical report for the lawsuits filed against/by our municipality regarding planning and zoning implementation issues,
  • To ensure that the Implementation Zoning Plans, Master Zoning Plans and zoning status information are transferred to the Urban Information System environment and kept up to date
  • To obtain the approvals from the Mayor’s Office and directorate for the housing of parcels when necessary,
  • To arrange the zoning status for the parcels in accordance with the zoning plans and the Zoning Regulation
  • To arrange zoning status for temporary constructions by obtaining approval from the Municipal Committee,
  • To prepare and examine the documents to be submitted to the Municipal Committee regarding transactions such as Zoning Implementation (Parceling) 3194/18th article or Rehabilitation and Development Plan implementations, implementations of articles 15, 16, and 17 of law no 3194 (unification, allotment, creation and similar) and establishment of easement right and to follow up the decisions taken,
  • To prepare Elevation Section and Construction Direction Survey in accordance with existing zoning plans and urban aesthetics, to carry out procedures related to irrigation and mortgage release.
