BACKGROUND OF DIRECTOR:

He was born in Çanakkale in 1983. In 2005, he graduated from Uludağ University Public Administration Department. In 2006, he started to work as a pesonnel chief in Büyükçekmece Municipality. He is still working as the Human Resources and Training Director, to which he was appointed in 2015. He can speak English.

To ensure that the personnel are ready for change and development by providing personnel employment with the quality and quantity suitable for the service requirements and to providing fast and high quality service with modern human resources management in line with the principles and objectives of our municipality.

Duties and Responsibilities of the Directorate of Human Resources and Training:

 

  • To carry out transactions regarding the financial rights of the personnel,
  • To perform the salary transactions of all personnel registered in the staffing lists of our Municipality Directorates,
  • To make the accruals of all personnel employed in the institution's staff regarding the issues such as appointment, promotion, staff adjustment, relocation, sickness, overtime, retirement and disciplinary penalties within the framework of the applicable legislation and on time,
  • To ensure that the payment order documents are sent to the Directorate of Financial Services for payment,
  • To calculate the attendance fee of the Municipal Council and Council Members,
  • To carry out the transactions of the personnel regarding the social security institutions, to prepare the personal pension vouchers and insurance premium declarations and to send them to the relevant Institutions on time,
  • To ensure that the execution, alimony, financial etc. debts of the personnel and the debts related to Municipality are deducted from their payroll,
  • To prepare the information, documents and opinions requested on financial matters related to the personnel,
  • To carry out the procedures regarding the personal and financial rights of the personnel working within the municipality company,
  • To carry out all the necessary procedures in line with the laws, bylaws, regulations and circulars for those who will be appointed as civil servants for the first time in our municipality,
  • To examine and duly store the legal documents of the civil servants personnel to be appointed, which should be obtained at the first entry and in certain periods,
  • Upon the recommendation of the directorates, to approve the peerness of successful civil servant candidates who have completed at least one year in candidacy, and to dismiss unsuccessful candidates,
  • To carry out the internal and inter-institutional procedures of civil servants regarding assignment, transfer, retirement and resignation,
  • To make the promotion and rank progress of civil servant personnel and to keep records of these,
  • To keep a staff book, to transfer staff between directorates,
  • To perform the procedures of termination and suspension from duty,
  • To perform adjustment and promotion procedures,
  • To carry out the transactions regarding giving retirement registration number to civil servants,
  • To calculate the seniority and service years of civil servants,
  • To upload the records of all transactions related to civil servants to the relevant programs in computer environment and ensuring the up-to-dateness of these records,
  • To prepare staff change proposals,
  • To ensure that the ID cards are prepared and given to the personnel, to upload the records of all kinds of transactions to the relevant programs in computer environment and to ensure the up-to-dateness of these records,
  • To analyze the training needs according to the professional knowledge, skills and abilities of our municipal staff, to provide fair and equal opportunities in terms of working, training and development, to carry out courses, panels, conferences and training activities, to provide the necessary vocational training for the training of candidate civil servants,
  • To follow the most up-to-date information by examining the web pages of Union of Municipalities of Marmara Union of Municipalities and Turkey and ensure that the preliminary registration is made for participation in trainings,
  • To evaluate and accept internship applications of secondary and higher education students and ensuring coordination by directing them to directorates within the institution based on their education,
  • To record the correspondence sent to and from the real and legal persons, public institutions and organizations to our Directorate and to send them to those concerned by mail and courier; to reply if necessary,
  • To ensure that the documents to be sent by mail are arranged and forwarded,
  • To prepare replies to all messages sent to e-mail, solution desk systems and to ensure they are replied,
  • In cases where job applications cannot be met, to ensure that the applications are directed based on the needs reported from other institutions,
  • To perform military service and service borrowing transactions,
  • To carry out transactions regarding annual leave, casual leave, sick leave, unpaid leave, marriage leave, death and maternity leaves,
  • To combine the reports of the personnel whose medical reports exceed 40 days and to take the necessary steps to turn them into a committee report,
  • To work on personnel cases filed in courts and to carry out the necessary legal procedures,
  • To send the received notification documents to the relevant institution by notifying the Province, District Administrative Board decisions and the decisions of the Council of State to the relevant authorities and department chiefs,
  • To take the opinion of the State Personnel Administration on the issues related to the personnel rights of the personnel and to take action accordingly,
  • To carry out the procedures regarding certificate of achievement, certificate of appreciation, awards and disciplinary penalties.
