Akgün, who was elected the Mayor of Büyükçekmece in 1994, started a great "Urban Planning Movement" when he took the office; he has provided very significant services such as sewerage and rainwater network, waste water treatment facilities, parks and landscaping, movement of energy and communication lines underground, lighting, and the completion of zoning plans and ensured Büyükçekmece to rise to today's modern European city standards. During this period, Hasan Akgün and his team, working very intensely with the slogan “Büyükçekmece with scents of pines, not of cesspit”, solved the gangrenous infrastructure problem of Büyükçekmece, which could not be solved for 40 years, in period as short as 18 months.
Success Story 2
Hasan Akgün continued to stay as the Mayor with more than 50 percent of the votes of the people of Büyükçekmece over the local elections held in 1999 and 2004.
Muratbey, Tepecik, Mimarsinan, Kumburgaz, Celaliye, Kamiloba and part of the Gürpınar Municipality were merged under the roof of the Municipality of Büyükçekmece as per the law no 5747 which entered into force in 2009 and changed the structure of some Municipalities of the Metropolis. After the re-election of Hasan Akgün at the end of the local elections held in 2009, CHP regained the local power in Büyükçekmece after 33 years.
Entering the elections with the motto of ‘Foundation of service is love’ and ‘Everywhere to resemble Büyükçekmece’ , Hasan Akgün, who has realized the great portion of the promises he made in 4 years, heralds to complete the ongoing services until the election.
Despite all the difficulties and impossibilities, Hasan Akgün has produced solutions without taking shelter behind excuses by exercising his experience and instilling the team spirit and has had 310 thousand tons of asphalt spread, 280 kilometers roads paved, 950 thousand square meters of cobblestone pitched establishing roads of 230 kilometers long and had 580 kilometers of raw road covered by using 1 million 50 thousand tons stabilized materials in Büyükçekmece in the last 4 years.
Success Story 3
In the districts newly connected to Büyükçekmece, many of the indispensable services required in a city were not available besides the shortages of infrastructure. We expanded the roads and completed the crossroads along with the pedestrian sidewalks, afforestation, lighting works, and relieved the traffic in these towns. We proved to the residents that the fate of the place they live in cannot be “underdevelopment”.
Sewerage and rainwater channels were largely inadequate in Kumburgaz, Tepecik, Güzelce, Muratçeşme, Celaliye and Kamiloba regions. We have fulfilled an important environmental service by carrying out such services, which are the responsibilities of ISKI, in order to eliminate the grievance of the people.
We have provided Celaliye, Kamiloba, Kumburgaz and Mimarsinan, where a rural life-style was lead, the most important investments of the transition from rural to urban; the modern squares with the concept of ‘Squares are the mirrors of the cities’ .
The Kumburgaz service road, which stretched parallel to the E5 highway, was the only promenade of the Kumburgaz people. By removing all the invasions on this 8-kilometer road, we both widened the road and endowed a different atmosphere to the region with a 10-meter wide pedestrian path. We made the respective premise the center of attraction of Kumburgaz with the pocket parking lots on the side of the service road, afforestation and lighting works.
Due to the unavailability of a service road on the E5 highway extending from Mimarsinan to Güzelce, our people used die and become disabled in dozens of traffic accidents every year. We have offered another unimaginable service to our people in this premise by establishing a 5-kilometer service road, bicycle path and sidewalk.
In order to encourage the use of bicycles, which is the indispensable sport and transportation means of modern cities, we inaugurated the 18-kilometer part of the Bicycle path project, which shall start from Büyükçekmece Promenade and continue up until Celaliye beach.
We rolled up our sleeves as a result of the protocol executed by our municipality and highways administration to implement the corrections at the road known as the Death Road between Tepecik and Ahmediye. We have conducted the necessary work to make the corrections for this road by turning it into a double road, which has been gangrenous for years and was not handled by previous municipalities. In 2009, this road, where the artist Kıvırcık Ali lost his life, was turned into a double road and we finished the pedestrian sidewalks, lighting and afforestation works and demonstrated for our people that it is not a fate to get killed in traffic accidents.
Success Story 4
It was not easy to urbanize Tepecik, which looks like an Anatolian town that has not received its share of urban planning services. First of all, we demolished the buildings and outbuildings built on the roads to expand the roads. We proved to the people of Tepecik that living in the village is not destiny, and that they deserve the best services, by establishing wide and modern roads that we have rearranged by removing the garden walls that block the roads and crowning them with the sidewalks.
We are producing alternatives to solve the parking issue in rapidly growing and developing Büyükçekmece. For this purpose, we put into service the parking lot under the Kuba Mosque and the parking garages under the Posttabaşı Business Center and the District Governorship Building together with the pocket parking lots we spared on the roadsides.
Cleaning the Lagoon Lake is the primary work we conducted at Culture Park, one of the attraction centers of Büyükçekmece. Later on, we saved this place from its old ugly appearance by establishing walking paths, sitting benches and landscaping by the lake and presented it to our people.
We combined Büyükçekmece promenade, one of the most beautiful places in Istanbul, with the beach of Mimarsinan. We shall be offering our people the longest, the most organized and the most aesthetical promenade of Turkey with a length of 18 km by combining Güzelce, Kumburgaz, Kamiloba ve Celaliye coasts with that of Büyükçekmece in the upcoming years.
Almost the entirety of the coast of Kumburgaz and Güzelce was occupied by villas and summer houses and a large part of it was closed to the public. It is up to us to correct this injustice, which has been going on for years and is a blatant violation of the constitution. We cleared the coast by demolishing the occupant parts of nearly 1400 buildings along the coast. Later on, we opened the entire coast of Kumburgaz and Güzelce to our people with the arrangements conducted. Moreover, 183 streets going down to the coast in Kumburgaz were also closed by various buildings by the housing estates. We demolished all these structures and enabled our people to access the sea via 183 streets.
We first brought the overhead energy lines underground through the new arrangements we conducted on the Pınartepe beach. Then, we expanded the coastline by removing unfair occupations in public areas. We have turned Pınartepe beach into a place where our people can relax, wander and eat, by means of walking paths and a double lane vehicle road.
Büyükçekmece is situated well above the average in Turkey in terms of green area per capita. In 4 years, we inaugurated 52 parks in various districts together with the children's playgrounds. With the outdoor gymnastic equipment placed adjacent to such parks, we have enabled our people to do sports to their heart's content. We turned these places into lush flower gardens with the landscaping works we carried out on the roadsides, crossroads and medians. By planting more than 100 thousand saplings in 4 years in Büyükçekmece, we have come closer to our goal of a city in a forest.
Success Story 5
We have attached great importance to the construction of sports facilities in order to raise a healthy youth, based on the words of the great leader Atatürk, “A strong head is found in a strong body". We have largely completed the Atatürk Sports Complex, the 5th largest stadium in Istanbul, with an Olympic football field with a tribune capacity of 25 thousand spectators, a training field, volleyball, basketball courts, tennis courts, indoor sports areas, restaurants and cafeterias.
In our city, we provide materials to our amateur football clubs every year in order to lead our young people to sports, and we renew the football fields so that they can play sports in the most modern fields. Mimarsinan, Güzelce, Celaliye football fields are also at the stage of completion. We are going bring the fields of other clubs of ours to the level befitting Büyükçekmece as soon as possible.
The greatest problem of Tepecik was the zoning plans that were canceled by the court in 2007 but were hidden from the people of Tepecik. Solving this problem, we put implemented plans that provide the people of Tepecik nearly 100 percent advantage in terms of development. Apart from this, we continue to work on the Pınartepe, Kumburgaz, Celaliye and Kamiloba plans. We shall get these plans approved by the Metropolitan Council in a manner that shall gratify our people.
The high voltage lines, which have been a troublemaker of the municipalities connected to Büyükçekmece for years and that have taken dozens of lives, posed a significant life-threatening danger for our people. Upon a meeting with Bedaş, we have moved underground the overhead power lines which caused major health problems. We now have saved our people from the ugliness of the drooping energy lines of Celaliye, Kumburgaz, Kamiloba, Güzelce, Muratçeşme, Tepecik, Mimarsinan which did not suit the aesthetics of the city.
Success Story 6
We saved the streets in Büyükçekmece from darkness by equipping them with modern electricity poles that befit the urban aesthetics.
An average of 25 thousand people are trained annually by our volunteer and permanent teachers in 114 branches in a total of 18 centers of the People's Academy. Those who attend these trainings young and old alike take courses in many branches from vocational education to folk dances, from computing to accounting.
In our Barış Manço Cultural Education Center under the umbrella of the People’s Academy, people of all ages are trained in the branches of folk dances, music, instruments, theater and modern dance.
Our Atatürk Cultural Center, one of the biggest in Istanbul, has a 400-square-meter rotating stage, an orchestra pit, a 600-seat large hall, 2 small halls for 80 people, foyer and exhibition halls, a library, a computer room, a reading room and classrooms, and is one of the signature facilities making Büyükçekmece a cultural city.
Making Büyükçekmece a world city in terms of culture and held for the 14th time this year, the International Culture and Art Festival is Turkey's first member in CIOFF and the only one in category A. Over 10 thousand cultural ambassadors from 168 countries have attended our festival, which was selected as the best in the world by the CIOFF in 2010-2011. The festival, where art meets love and cultures meet friendship, consists of the Golden Bridge Folk Dance Competition, International Handicraft Exhibition, International Photography Competition and various cultural events.
With the human-oriented social municipality philosophy, we consider it a significant responsibility to protect our poor and aggrieved citizens with the motto of ‘People first’ . In this regard, we are providing food and coal aid to over 3 thousand families financially challenged, clothing and stationery aid to 1500 students, and educational scholarships to 500 students. Moreover, we are providing wheelchair, clothing and transportation assistance and rent aids to our aggrieved and bedridden patients. We annually send more than 10 thousand citizens to visit historical cities such as Çanakkale, Edirne and Bursa by bus transportation. During the month of Ramadan, we gather 2 thousand people at our street iftars every evening and enjoy the pleasure of breaking fast together. We traditionally gather with the people of Büyükçekmece every year at Tüyap at Turkey's highest-attended indoor area iftar.
While treating our elderly and bedridden patients living in Büyükçekmece at their homes with our staff of the Health Directorate, we also provide for their necessities. We organize educational seminars and conferences to raise awareness of our people regarding health issues. We provide ambulance service with our 3 patient transport vehicles. Again a first in Turkey, the Rainbow Disabled Scouts Club provides trainings for our youngsters with disabilities and incorporates them into social life.
While maintaining our environmental controls with the motto of “Protecting the environment is protecting yourself”, we attach great importance to the collection of electronic devices, waste batteries and waste oils that cause great damage to nature, and we raise awareness of our people through training seminars and campaigns we organize regarding this subject.
Success Story 7
We have established Turkey's largest and most comprehensive treatment, rehabilitation and care center in Büyükçekmece. Our center, where more than 6 thousand dogs, cats, poultry animals are taken care of and the injured are treated, has social facilities, an operating room, a sterilization center and a quarantine department. 6 veterinarians and 25 personnel work in our shelter.
We are working with all our strength for a cleaner and livable Büyükçekmece. While we clean our streets and roads every day with our modern cleaning equipment, we especially disinfect the market areas. We started moving garbage containers underground which should not be exposed in a modern city. Thus, while preventing the scattering of garbage, we added a distinctive touch of aesthetics to our city.
We attach great importance to education even though not being our main liability with the motto of ‘The foundation of cities is the infrastructure, education is the foundation of our future’ . Besides offering more than 20 schools to the service of education so far, we have gifted 1 Teachers Lodge and 1 Retired Teachers' Club to our teachers. We have provided multi-purpose halls for 12 schools so that our students can receive education in improved modern conditions. While eliminating the physical deficiencies of our existing schools such as maintenance and repair, the construction of 7 new schools is also underway. We know that Turkey's bright future shall be shaped in the hands of well-trained young people.
In this period of information age in which we live, keeping up with the times is one of the paths for the local administrations to drive success. Keeping this in mind, we have provided our citizens to conduct the entirety of their municipal transactions via the E-municipality system established by means of the City Information System. Our citizens can benefit from such services through the kiosks we have placed in various spots of the city. With the “Mobile Citizen, Mobile Mayor” system we have established, everyone can reach out to our Mayor via social media and immediately convey their requests and complaints or deficiencies they have observed.
We scanned the entire city with the teams we established under the IT Directorate and identified the existing residences, shops and workplaces. We have made a great contribution to the revenues of our municipality by identifying the availability of housing and licenses and finalized the transactions of tax payments.
As part of social municipality services, we consider it a duty for the citizen to conduct their prayers. In this regard, the construction of 5 mosques is underway besides the 9 mosques already inaugurated in Büyükçekmece in 4 years. In addition, we provide assistance for the cleaning and maintenance of all our existing mosques. We are about to complete the construction of a djemevi in the Cultural Center and Social Facilities with an exemplary project for our Alevi citizens, who have been neglected for years.
